(a) (1) No person shall paint, print, paste, stencil or otherwise mark, place upon or affix to a building, fence, wall, vehicle, post, pole, tree, billboard, sidewalk or street, or other similar structure, whether public or private, without the consent of the owner, lessee or agent in charge, a word, letter, character, figure, sentence or device, or a handbill, notice, advertisement, sign, or poster.
(2) This section does not apply to the posting of a handbill or notice of public sale by a sheriff, administrator, executor or licensed auctioneer, or a notice required by law to be posted.

(b) No person shall place, affix or cause to be placed or affixed in or upon any vehicle parked or standing upon a highway, any card, ticket, advertisement or paper. Any person, firm or corporation whose name appears upon any such card, ticket, advertisement or paper as the owner or maker of or dealer in the things advertised shall be prima facie deemed to have caused the distribution of such card, ticket, advertisement or paper.

(c) Whoever violates any of the provisions of this section is guilty of a minor misdemeanor. Punishment shall be as provided in Section 698.02.
