The purpose of this chapter is to promote cleaner outdoor air and to protect the public safety, health and general welfare of the Village. To economically achieve this goal, reasonable use should be made of the dilution and purification capacity of the atmosphere, and this capacity should be shared equally insofar as possible by all users. This policy shall not prevent the strict application of the regulations set forth in this chapter.
