The Mayor is hereby authorized, whenever in his judgment it is necessary, to prohibit or restrict the parking of vehicles along a street or highway or part thereof constituting a part of the route of a parade or a procession and to erect temporary traffic signs to the effect that parking or leaving unattended any vehicle in violation of such signs is prohibited. No person shall violate or fail to comply with the restrictions or prohibitions contained on such signs.
