(a) No person shall operate any vehicle powered with a motor of four cylinders or more on the public streets or other public property unless the carburetor of such motor has attached to it an air breather or air cleaner with a diameter of not less than six inches.

(b) Fire Department personnel are hereby authorized to issue citations for violations of division (a) of this section.
