406.10  TRAFFIC CONTROL BY PERMIT; FEE.
   The Mayor or his authorized representative is authorized to issue special permits to permit traffic control by individuals on the public streets after receiving the written recommendation of the Chief of Police, which permits shall contain the following provisions:
   (a)   They shall be issued pursuant to a written application therefor which shall contain such information as is required by the Chief of Police;
   (b)   The application shall be signed by a person or firm residing in the Village and shall be issued only to such person and firm or person employed by them;
   (c)   Each permit shall provide for the direction of traffic at a certain street area only and only for such times as shall be specified therein;
   (d)   No permit shall be issued until the Village has been properly indemnified against any liability that could arise from the use of such permit;
   (e)   The legal status of any person directing traffic by virtue of such permit shall be no different from that of any other citizen;
   (f)   Such permits shall in no event be issued for a period of more than three months and must be renewed at the expiration thereof. Such permits are revocable at any time when the Mayor determines that the use of the same is no longer in the public interest. A fee of five dollars ($5. 00) shall be required with each application for a permit and every renewal thereof;
   (g)   The uniform to be worn by the holder of the permit when directing traffic and the auto to be used, if any, shall be specified and approved by the Chief of Police before the permit is issued and shall be made a condition of the permit.
