No plan or amendment or modification thereof made or proposed by the Village Planning Commission shall become effective unless and until the same shall be reported to the Council and embodied in an ordinance. No plat approved by, nor any dedication or gift of property recommended for acceptance by, the Village Planning Commission shall be deemed to be accepted unless and until it shall be done by ordinance. Every such ordinance which shall be amended in the Council not in accordance with a recommendation of the Village Planning Commission, and every other ordinance which would make, amend or modify any plan, or which would approve any plat or accept any dedication or gift, unless the same were previously acted upon by the Village Planning Commission, shall, before passage, be referred to the Village Planning Commission for its recommendation thereon. The Village Planning Commission shall report its recommendation thereon to the Council not later than the next regular meeting of the Council which occurs not sooner than fourteen days after such reference. If the Commission shall fail to make any report thereon by such time it shall be deemed to have approved the proposed ordinance.
The affirmative votes of five members of the Council shall be necessary to pass any ordinance contemplated in this section if such ordinance shall contain anything contrary to the recommendation of the Village Planning Commission.
