The Council shall provide by ordinance for the publication or posting of ordinances and of resolutions having the force or effect of law, and may provide in what cases such publication or posting by title shall be sufficient. Copies of all such measures shall be open to public inspection at all reasonable hours at the office of the Village Clerk. The Council may provide written notification of public hearings in addition to newspaper publications, by motion of Council, to electors not less than seven days prior to the time of the public hearing.
