SECTION 5.  EMERGENCY MEASURES.
   An emergency measure is an ordinance, or resolution having the force or effect of law, a separate section of which declares that it is necessary to put such measure into immediate force and effect in order to preserve the public peace, order, safety, health, or welfare of the Village, or to provide for the usual daily operation of a department or office of the Village, and states specifically the reason and nature of such necessity, and specifies the time when such measure shall go into force and effect. No such emergency declaration shall be included in any measure unless at least five members of the Council agree thereto, on a separate roll call vote taken before the vote upon passage or adoption and entered on the journal, and no measure including a declaration of emergency shall be passed or adopted by the vote of fewer than five members of the Council.
