SECTION 4. TIME OF TAKING EFFECT OF ORDINANCES.

Emergency measures, and measures to which the referendum is not applicable, shall take effect and be in force from and after their passage or adoption, or at such later times as shall be provided by their terms. Every other measure shall take effect and be in force thirty days after its passage or adoption, unless suspended by the filing of a referendum petition.
