The members of the Council elected at any general Municipal election shall meet with the other members of Council at 8:00 p.m. on the first day of December next thereafter (or on the next day if the first be a Sunday), at the usual meeting place of the Council, and shall then qualify by taking and subscribing to an oath or affirmation of office, and shall enter upon their duties. The Council shall hold not fewer than twelve regular monthly meetings each year, at such place and at such times as shall be determined in its rules or by ordinance. Special meetings may be called by the Mayor or by any three members of the Council, by written notice served personally upon each member or left at their usual place of residence at least twelve hours in advance. All meetings of the Council and of its committees shall be open to the public, in accordance with general law.
