The people of the Village of Evendale hereby reserve to themselves the legislative powers of the initiative and referendum. Such powers shall be exercised in accordance with the provisions of the Constitution of Ohio and, except as is otherwise provided in this section, in accordance with general law. No measure shall be exempt from the referendum by reason of having been passed or adopted as an emergency measure, but the filing of a referendum petition against an emergency measure shall neither prevent its going into effect nor suspend its continuing in force and effect, unless and until it shall be disapproved by a majority of those voting on it at the referendum election.
