The City is divided into four (4) wards and precincts described as follows: (Unless stated otherwise, all boundaries lie along the centerline of the roadway).
1. THE FIRST WARD and PRECINCT is described as follows: Beginning at the intersection of the Northern City Boundary and the West City Boundary, thence following southerly, southwesterly, southerly, southeasterly, along the City Boundary to Interstate 380, thence northeast along Interstate 380 to River Forest Rd, thence North along River Forest Rd to Central Avenue, thence East along Central Ave to Grand Boulevard, thence North on Grand Boulevard to East End Avenue, thence following westerly, southwesterly, westerly on East End Avenue to South Evans Rd, thence north on South Evans Rd to Lafayette Rd, thence north on North Evans Rd to Dubuque Rd, thence northwesterly on Dubuque Rd to the point of beginning.
2. THE SECOND WARD and PRECINCT is described as follows: Beginning at the intersection of Central Avenue and River Forest Road, thence following south on River Forest Road to Interstate 380, thence southwesterly on Interstate 380 to the West City Boundary, thence southeasterly, northeasterly, easterly, along the city boundary to the Cedar Valley Nature Trail, thence north to Arbutus Avenue, thence east along Arbutus Avenue to Grand Boulevard, thence North along Grand Boulevard to Central Avenue, thence west on Central Avenue to the point of beginning.

THE THIRD WARD and PRECINCT is described as follows: Beginning at the intersection of Dubuque Road and North Evans Road, thence south on North Evans Road to Lafayette Road, thence south on South Evans Road to East End Avenue, thence east, northeasterly, east along East End Ave to Grand Boulevard, thence south on Grand Boulevard to West Gilbert Drive, thence east on West Gilbert Drive to Elk Run Creek, thence Northeasterly along Elk Run Creek to McCoy Road, thence northeasterly along McCoy Road to Lafayette Road, thence northwesterly along Lafayette Road to East City Boundary, thence northerly, easterly along East City Boundary to Dubuque Rd, thence northwest along Dubuque Road to the point of beginning.
