For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
BICYCLE. Any device upon which a person may ride, which is propelled by human power through a system of belts, chains, or gears having either two or three wheels (one of which is at least 20 inches in diameter) or having a frame size of at least 14 inches, or having four or more wheels.

DOWNTOWN AREA. That territory:
(1) Bounded on the south by the south line of Seventh Street;
(2) Bounded on the east by the east line of J Street;
(3) Bounded on the west by the west line of A Street;
(4) Bounded on the north by the north city limits.

HENDERSON CENTER BUSINESS DISTRICT. That territory:
(1) Bounded on the north by a line parallel with Henderson Street and lying 120 feet northerly of the northerly line thereof;
(2) Bounded on the east by a line parallel with “F” Street and lying 120 feet easterly of the easterly line thereof;
(3) Bounded on the south by a line parallel with Harris Street and lying 180 feet southerly of the southerly line thereof;
(4) Bounded on the west by a line parallel with “E” Street and lying 120 feet westerly of the westerly line thereof.
