17-203: AUTHORITY OF CITY IN CASE OF EMERGENCY:

A. Generally: The city reserves the right and power, in case of emergency, to govern and regulate the use of water to all consumers by resolution, proclamation, or ordinance as it may deem proper for the public health and safety. (Ord. 96-5-1, 5-3-1996)
