The rules and regulations governing the City cemeteries have been formulated after careful consideration. They are intended, not to restrain but rather as to prevent the inconsiderate taking advantage of others, and for the specific purpose of protecting the rights of the owner to ensure the beauty, character, distinction and dignity of the cemeteries and to keep operation and maintenance cost at a minimum.
