When cross streets form what is commonly called a jog or off-set across any street the numbering of the longer block shall continue as begun until finished, although some of the numbers of the opposite side of the street may be in a new hundred. Long blocks which face two (2) or more blocks shall be numbered to correspond with the block which they face, and likewise other long blocks parallel with such blocks shall be numbered as nearly as may be with such first named long blocks, so that the numbering throughout the City shall be as nearly as practicable parallel in parallel blocks.
