§ 70.10 ABANDONED VEHICLES.
   No person operating a motor vehicle upon the public streets which has been stalled and/or improperly parked within the roadway because of the condition of the streets shall abandon such vehicle within the roadway. Such vehicle shall be considered abandoned if the owner or operator is not with the vehicle
