§ 31.04 ORGANIZATION.
   (A)   The Board of Trustees shall elect each year at the first meeting in May the following officers: one President and one Vice President.
   (B)   The Vice President shall, in the absence of the President from the town, or his or her temporary disability, be acting President and possess all the powers and charged with the duties of the President.
