It shall be the duty of the Board of Trustees or its designee to destroy or cause to be destroyed all such vegetation found growing on any premises within the corporate limits after one week from the publication of the notice provided for in the preceding section, and the Finance Officer shall assess the cost of the destruction of said vegetation upon the lots and parcels of land upon which said vegetation is destroyed, and he or she shall make a return of said assessment to the Board of Trustees, and the Finance Officer shall cause to be published said assessment of the Board of Trustees, together with a notice that said assessment will be considered by the Board of Trustees at an October meeting in each year, at which time any person interested may appear and be heard in the matter. Said notice shall be published once in the official newspaper of the town at least ten days prior to said October meeting.
