§ 111.15 PACKAGE WITH BROKEN SEAL.
   It shall be unlawful for any person to have in his or her possession in a public place within the town limits any intoxicating liquor, except that contained in a sealed original package with United States government and the state stamp tax unbroken; provided, however, that this shall not apply to an “on-sale” dealer.
