All sidewalks built hereafter shall be of Portland cement concrete construction to a depth of four inches and a width of four feet, six inches, except those lying within the business district, which shall be ten feet in width. All sidewalks except those in the business district on Main Street shall be placed six inches to one foot from the property line towards the street.
