No person shall in any street, alley, or other public ground in the town, exhibit any show or performance of any kind whatever, or cause the gathering of any crowd of people in any street, alley, sidewalk, or other public ground, nor call or cause to be called any public meeting in any street, alley, or other public ground, nor address any crowd of people in any of such places, without the written permission of the Board of Trustees.
