Whenever permission shall have been granted to any person to lay any drain, sewer, gas, or water pipe in any street or alley in the town, he or she shall cause the work to be done in the manner directed or authorized by the Board of Trustees, and shall, within the time limited in such permit, restore the surface of such street or alley to its former condition. All installation must be done be a company certified and license in such installations.
