§ 94.023 REMOVAL.
   (A)   Whenever any article, substance, or material is found lying or remaining upon any street, alley, sidewalk, or other public ground in the town, in violation of the foregoing section, it shall be the duty of the Board of Trustees, or its designee, forthwith to notify or require, by written notice, the person who placed or left such article, substance, or material upon such street, alley, sidewalk, or other public ground or who may be the owner or having control of such article, substance, or material upon such street, alley, or sidewalk to immediately remove such things.
   (B)   If said person shall neglect or fail to remove the same within a reasonable time after such written notice, it shall be the duty of the Board of Trustees to remove the same, or cause it to be removed from such street, alley, sidewalk, or other public ground to some convenient or suitable place in the town at the expense of such person or persons to be recovered in an action.
