Immediately upon discovery of anything located upon or within any public way or property within the city in violation hereof, the Director of Public Works of the city shall, without notice to anyone, cause:
(A) The removal from the public way or property of that which is located thereon in violation of this chapter; and
(B) The impoundment thereof in a safe and secure location until it is either released or it is forfeited and escheats to the city pursuant to the provisions of this chapter.
