Nobody shall cause, permit, allow, aid, assist, encourage or engage in the use of any public way or property in the city for the purpose of locating thereon anything other than a motor vehicle which consists of or includes any sign, advertisement, message or any other communication about or involving any business, occupation, trade, profession or commerce.
