No person shall cause, promote, permit, aid, assist, allow, encourage or engage in the operation or use of an invisible fence in the city unless:
(A) The invisible fence is located at least 15 feet from any public right-of-way; and no more than 15 feet in front of the principle building on the lot where the invisible fence is located;
(B) A sign identifies the invisible fence to pedestrians within abutting public streets and rights-of- way; and
(C) A permit therefore has been issued by the City Clerk.
