No permits or certificates of occupancy shall be issued by the Building and Zoning Administrator for any activity on or the use of any lot or parcel of real estate in any new development in the city to which access is provided by the pavement of any public street that has been constructed without a system of new development street lights in the public right-of-way thereof.
