Whenever the Director of Public Works determines that the public health, safety and welfare would benefit from a street light located at a street cul-de-sac or an intersection of streets in the city, the Director of Public Works is hereby authorized by not required to provide for the installation and maintenance thereof by either the employees of the city or by contracts therefor with others.
