Each and every violation of the terms and provisions of this chapter is hereby declared to be a violation pursuant to the provisions of KRS 83A.065(2) for which:
(A) Everybody convicted thereof in a court of competent jurisdiction shall be sentenced to pay a criminal fine, in an amount which shall not exceed $250 as set forth in KRS 534.040(2); and
(B) The offender shall be subject to a civil penalty of $100, plus court costs and reasonable attorney fees, for each violation and offense, which shall be recovered by the city in a civil action in the nature of debt, if not paid by the offender within 30 continuous calendar days after citation for the violation.
