(A) Anyone other than city residents and taxpayers, using any city emergency medical or transportation services, shall pay a reasonable fee, according to the schedule in division (C) below, plus any costs and expenses incurred by the city for the collection thereof, including, without limitation, court costs and reasonable attorney fees.
(B) The Mayor shall provide for the collection of the fees hereby established through an independent contractor; and the fees hereby established shall be used first for the payment of the costs and expenses of the collection thereof, with the balance deposited in a special fund hereby established, which shall hereafter be identified and referred to as the Fire and EMS Long-Term Equipment Acquisition Fund, and used only for the acquisition of long term equipment for the use of the Fire Department and life squad of the city.
(C) The EMS fee schedule is as follows:
