A motor vehicle impounded pursuant to the provisions of this subchapter shall be released to the owner thereof only upon proof of ownership; and shall be released to any other person entitled to the possession thereof upon proof of the right to possession and the provision of reasonable security, bond or some other adequate assurance of indemnification of the city and the officers and agents thereof against liability, loss or damage for releasing such motor vehicle to any person other than the owner thereof.
