§ 31.04 PRESIDING OFFICER.
   Pursuant to KRS 83A.130(5), the Mayor of the city shall preside at the meetings of the City Council thereof. In the absence of the Mayor at any meeting of the City Council, the member of the City Council present at such a meeting who received the greatest number of votes at the last general election, shall preside at that meeting.
