§ 30.02 PERFORMANCE OF MUNICIPAL FUNCTIONS.

   All functions, services, labor and materials provided by the city shall be provided by and through either:

   (A)   Elected officers of the city required by the statutes or Constitution of the Commonwealth of Kentucky;

   (B)   Non-elected officers of the city required by the statutes or Constitution of the Commonwealth of Kentucky;

   (C)   Non-elected officers of the city provided by city ordinances pursuant to KRS 83A.080;

   (D)   Boards, commissions or authorities of the city established by ordinances thereof;

   (E)   Employees of the city;

   (F)   Volunteers to the city through organizations thereof recognized and approved as agencies of the city by ordinances thereof; or

   (G)   Contracts of the city which conform to the requirements of the ordinances of the city and the statutes and Constitution of the Commonwealth of Kentucky.
