No officer shall directly or indirectly through any other person or business, solicit or accept any gift having a fair market value of more than $100, per calendar year, whether in the form of money, service, loan, travel, entertainment, hospitality, thing or promise, or any other form under circumstances in which it could reasonably be inferred that the gift was intended to influence or could reasonably be expected to influence the officer or employee in the performance of his or her public duties, unless the gift is disclosed to the City Council at a public meeting thereof, and authorized and approved by the Mayor and City Council.
