8-2-9: PERSONS WITH DISABILITIES PARKING:
   (A)   Persons with disabilities parking places shall be at the following locations within the village with specific locations to be determined by the chief of police:
Albany Street:
 
 
On Albany Street, between railroad tracks and business district

In business district on Main Street

On property owned by the Village located south of the railroad tracks and east of Albany Street and west of the property commonly known as 921 8th Avenue

Between Main Street and 8th Street on 7th Avenue

Between Main Street and 8th Street on 8th Avenue
1 space
8th Street:
 
 
On the corner of 8th Street and 8th Avenue (between 8th Avenue and 9th Avenue on 8th Street)

Between 8th Avenue and 7th Avenue on 8th Street

   (B)   These locations as determined by the board of trustees shall be designated by proper signage as required by the Illinois vehicle code and the Illinois environmental barriers act, 410 Illinois Compiled Statutes 25/1 et seq., and all other applicable laws and regulations.
   (C)   It shall be unlawful for anyone to park in the designated area on public property unless the motor vehicle bears registration plates issued to a person with disabilities, as defined by 625 Illinois Compiled Statutes 5/1-159.1 as amended, of the Illinois vehicle code as adopted by the village, or by a special decal or device issued pursuant to 625 Illinois Compiled Statutes 5/3-616, as amended, or pursuant to 625 Illinois Compiled Statutes 5/11-1301.2, as amended, of the Illinois vehicle code, as adopted by the village, or motor vehicle registered in another jurisdiction upon which is displayed a registration plate, special decal or device issued by the other jurisdiction designating the vehicle as operated by or for a person with disabilities.
   (D)   Any person, firm, copartnership, association or corporation found to be an operator, driver or owner of a vehicle who has violated this section, relating to persons with disabilities parking, shall be subject to a fine of not less than one hundred dollars ($100.00) nor more than two hundred fifty dollars ($250.00) for each offense. Violations of this section as evidenced by a parking ticket in a form established by the chief of police shall be punishable by fine as follows:
      1.   One hundred dollars ($100.00) if paid on or before ten (10) days from the date and time of issuance of the parking ticket.
      2.   One hundred fifty dollars ($150.00) if paid more than ten (10) days after the date and time of issuance of the parking ticket.
      3.   If the fine in the amount set forth above shall not have been paid to the office of the village clerk or to the police department within sixty (60) days from the date and time of issuance of the parking ticket, a complaint shall be filed in the circuit court of Whiteside County and a notice to appear shall be issued to the person in whose name the offending vehicle is registered, notifying that person to appear before the circuit court to answer the charge of violating this section. The minimum fine for each offense upon a finding of guilty or plea of guilty before the circuit court on a charge under this section shall be two hundred fifty dollars ($250.00).
