8-2-8: PARKING OF VEHICLES ON CERTAIN STREETS PROHIBITED:
   (A)   Prohibition:
      1.   It shall be unlawful for the driver or operator to park or the owner to allow the driver or operator to park any vehicle at any time or on any day on the stated portion of the following named streets, avenues or public ways within the village:
The south side of Fifth Avenue from the easterly boundary of the corporate limits of the village to the intersection of Fifth Avenue and Eighth Street.
      2.   The village shall erect signs giving reasonable notice of the parking prohibition stated herein at the streets where parking is prohibited and at such further locations as may be determined necessary by the chief of police.
      3.   Whenever the enforcement of the provisions of this section temporarily causes substantial and unreasonable hardship in the case of any particular operation, the chief of police or his authorized agent shall have the power to grant a temporary permit for such operation, and when so doing, the chief of police or such authorized agent shall designate the location where such vehicle shall park. Such temporary permit shall be for a time period not in excess of forty eight (48) hours.
      4.   Each day shall be considered a separate offense.
   (B)   Definition: The word "vehicle" shall have the definition as contained in the Illinois vehicle code, 625 Illinois Compiled Statutes 5/1-217.
   (C)   Penalty: Any person, firm, copartnership, association or corporation found to be an operator, driver or owner of a vehicle who has violated this section shall be subject to a fine of not less than ten dollars ($10.00) nor more than two hundred dollars ($200.00) for each offense, notwithstanding the general penalty section of this code.
