The Illinois vehicle code, 625 Illinois Compiled Statutes, as amended, is hereby adopted in its entirety, by reference, as though fully and completely set forth. Any other section of this code, in conflict with the Illinois vehicle code, as amended, is hereby declared void and ineffective and is hereby repealed. The general penalty provisions contained in section 1-4-1 of this code are hereby adopted as the general penalty provision for any violation of the Illinois vehicle code, unless otherwise specifically provided in this title.
