8-1-10: UNNECESSARY NOISE:
An increase in speed of a motor vehicle from a stopped or moving position, which causes the wheels of said vehicle to make disturbingly loud noises, is prohibited. Further, no person shall operate a motor vehicle, except in cases of emergency, in such a manner that horns or other warning devices be sounded unnecessarily. (Ord. 340, 8-28-1979)
