Nothing in this chapter shall apply to any motor vehicle that is kept permanently within a building when not in use, or to a motor vehicle on the premises of a licensed junkyard and duly licensed used or new car, motor vehicle dealer or a person regularly involved for profit in the repair or maintenance of motor vehicles. The provisions of this section shall apply to all public or private property in the village whether zoned A residence district, B outlying business district, C central business district or D industrial district, unless a specific exception as stated herein applies.
