5-2-7: MUZZLING REQUIRED, PROCLAMATION:
At any time when an emergency has been proclaimed by the village, county or state official because of the prevalence of rabies, or for any cause, it shall be unlawful for the owner of any dog to permit or suffer such dog to be in or upon any public place or any private premises not enclosed by an adequate fence or wall, unless such dog is securely muzzled.
