It shall be unlawful for any person to set up, maintain, keep or operate, either by himself or agent, within the limits of the village, any species of gambling or playing with cards, dice, dominoes or any other thing, contrivance or device by which any game of chance or skill or partly chance or partly skill shall be played for money, property or other thing or for anything of value or anything representing value, or to keep or maintain by himself or agent any room or place where such game of chance or game of skill or game of partly chance and partly skill shall be played for money, property or thing of value or anything representing value. It shall further be unlawful for any person to play at any such game of chance or game partly of chance and partly of skill for money, property or thing of value or anything representing value.
