It shall be unlawful for any person to advertise wares or occupations or any other matter by posting, tacking, pasting, printing or painting any notice of same or affixing them to any fence or other private property or on any rocks or other natural objects without the consent of the owner or in the highway or any public place or building, telephone or electric light poles, sidewalks or trees without the permission of proper authorities.
