As a safety measure for the protection of the health, morals, and general welfare of the people of Enon, Ohio, the Commission shall not approve any subdivision located in areas subject to floods. If the subdivision is located in an area having poor drainage or other physical impairment, the Commission may approve the subdivision, provided the developer or subdivider should agree to perform such improvements as will render the area substantially safe for residential use, and further, provided that in lieu of the improvements, the subdivider shall furnish a surety bond covering the cost of the required improvements.
