(a)
Council may, on its own motion and after public hearing, amend, supplement, or change these Regulations. Notice shall be given of the time and place of such public hearing by posting as required by ordinance for fifteen days prior to holding of the hearing. The amendment or amendments shall be on file in the office of the Fiscal Officer for public examination during such fifteen days.
(b) The Commission may issue periodic recommendations for the administration of these Regulations in order that the public may be kept informed and so as to expedite approval of subdivisions more efficiently.
