Every person who in this Village shall dig or cause to be dug in or adjoining any of the public ways of the Village any excavations whatsoever and every person who shall occupy or cause to be occupied any portion of any public street with building material or any obstructions, shall cause sufficient red lights to be securely and conspicuously placed in or near such excavations, building material or obstructions, one at each end of the space so excavated or occupied.
