(a) Any person who travels from house to house, or from place to place, whether doing so on foot or otherwise, or who on the streets, or public grounds or private places, shall not make, or cause, permit to allow to be made, any noise of any kind by personal outcry from any person or by the use of horns, bells or any other mechanical or electrical contrivance or device for the purpose of creating a nuisance or for attracting attention to such person.
(b) No public or private gathering, consisting of three or more persons, shall persist in any activity that creates any loud, unusual or unnecessary noise or music in any manner or way so as to be annoying and disturbing to the inhabitants of the Village.
(c) When in other areas of the Village, no such person shall make, cause, permit or allow to be made, any loud, unusual or unnecessary noise or music in any manner or way so as to be annoying and disturbing to the inhabitants of the Village, and in no event between the hours of 9:00 p.m. and 7:00 a.m.
(d) No vehicle for the removal of trash shall be operated, especially for the emptying of a dumpster from a commercial site, other than between the hours of 7:00 a.m. and 9:00 p.m.
(e) Whoever violates this section is guilty of a minor misdemeanor. If the offender persists in violating this section after reasonable warning or request to desist, it is a misdemeanor of the fourth degree. (Ord. 13-08. Passed 10-22-13.)
