373.11 LICENSING REQUIREMENTS.
   (a)   Application for a license and license plate shall be made upon a form provided by the Village and shall be made to the Chief of Police. An annual fee of fifty cents ($0.50) shall be paid to the Village before each license or renewal thereof is granted.
   (b)   The Chief of Police upon receiving proper application therefor is authorized to issue a license which shall be effective until June 1, of next year.
   (c)   The Chief of Police shall not issue a license for any vehicle when he knows or has reasonable ground to believe that the applicant is not the owner of or entitled to possession of the vehicle.
   (d)   The Chief of Police shall keep a record of the number of each license, the date issued, the name and address of the person to whom issued, the number of the frame, motor, if any, and general description of such vehicle, and a record of all vehicle license fees collected by him.
   (e)   The Chief of Police upon issuing a license, shall also issue a license plate bearing the license number assigned to the vehicle, the name of the Village and the year for which issued, and shall cause such license plate to be firmly attached to the rear of the vehicle for which issued in such a position as to be plainly visible from the rear.
   (f)   No person shall remove a license plate from a vehicle during the period for which issued except upon a transfer of ownership or in the event the vehicle is dismantled and no longer operated upon any street or public way in this Village.
   (g)   The Chief of Police, or his delegated representative, shall inspect each vehicle before licensing the same and shall refuse a license for any vehicle which he determines is in an unsafe mechanical condition.
   (h)   Upon the expiration of any license, the same may be renewed upon application and payment of the same fee as upon an original application.
   (i)   Upon the sale or transfer of a licensed vehicle, the licensee shall remove the license plate and shall either surrender the same to the Chief of Police or may, upon proper application but without payment of an additional fee, have said plate assigned to another vehicle owned by the applicant.
   (j)   Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
