921.15 HEARINGS BY COUNCIL.
   (a)   Customers of the Enon Water Works Department have the right to request and attend a hearing before Council for the purpose of disputing any portion of their water bill. Whenever a customer requests a hearing pursuant to this section, they shall not be obligated to pay the disputed portion of the bill unless and until, and only to the extent that they are ordered to do so by the decision of Council or upon prior settlement of the dispute.
   (b)   If the termination of water service to any customer, due to inability to pay a water bill, would be especially dangerous to the health of any occupant, such customer may, upon providing a certified statement from a physician, request a hearing before Council to determine what, if any, alternative actions could be taken.
