(a) Any person who has been issued an order under this code has the right to appeal to the Enon Village Council provided that a written appeal is filed within 10 days after the notice or order was served. An application for appeal shall be based on a claim that:
(1) The true intent or the rules legally adopted thereunder have been incorrectly interpreted; or
(2) The provisions of this code do not fully apply; or
(3) The requirements of this code are fully satisfied by other means; or
(4) That strict application of any requirements of this code would cause an undue hardship.
In case of an emergency, as defined in the paragraph entitled “Emergencies”, the right to appeal does not exist.
(b) At any time during the entire process the party/ies so notifies may bring this matter to the Public Service Committee.
